Pennsylvania EITC/OSTC Program
Pennsylvania’s Educational Improvement Tax Credit (EITC) and Opportunity Scholarship Tax Credit (OSTC) programs are among the largest and most flexible state education tax credit programs in the nation, allowing both individuals and businesses that pay Pennsylvania income taxes to redirect a significant portion of those taxes to approved scholarship organizations funding K-12 private school students. Individual donors receive up to a 90% tax credit against their Pennsylvania state tax liability, with a 100% credit available on the first $10,000 donated for Pre-K students, and there is no cap on the total amount a donor can contribute. The statewide program cap is $590 million annually, with credits awarded on a first-come, first-served basis — making early planning with a tax preparer essential to securing your credit allocation.
